Problem getting basic service of debit card.

I still don't understand why there is such a strict policy regarding debit cards. The reason I was given was something about credit checks/background and the visa logo. That's all fine and dandy, but its a debit card. It is tied directly to one's available funds, and not to a line of credit. This reason is why I am moving away from SBOTL, to a more reasonable bank that will actually issue debit cards. In this day and age, it is an absolute pain if you do not have one.
